Fly Navigation Walk Navigation modes still affect the transforms of a camera, even though its transforms are locked, when looking through that camera.

Exact steps for others to reproduce the error
-Select the active camera
-lock its location and rotation
- go to camera view
-switch your viewport to fly or walk mode
("Lock Camera to View"checked or unchecked, does not matter)
->you'll be able to move around, pan and tilt as well.
When not in Fly/Walk mode, if "Lock Camera to View" is checked and we try to orbit the view, dolly, track or pan, the view stays unaffected and so do the transforms, as expected, since we locked the transforms.
