System Information
Operating system: Windows 10 64bit
Graphics card: NVIDIA GTX 1060

Blender Version
Broken: 2.82 (any 2.8, actually)
Worked: 2.79c

Short description of error
There are some objects listed in scene collections that are greyed out. You cannot click or select them, not display them anywhere, not render. No possibility in the 2.8 versions to utilize them as expected.

Exact steps for others to reproduce the error
Open 2.79c default startup file. Add some objects to different layers and only have one layer active (maybe also just a few of them, but not all that contain objects). Save and open up in 2.8+, problem occurs. It doesn't matter what kind of objects there are.
I assume that the layer visibility of 2.79c does that to the file.

It's not a bug. Collections (that are corresponds to hidden layers) are disabled.

To enable it:

Click on filter icon in outliner:

And activate monitor icon (disable in viewport)

When you will be able to enable hidden collections:

Click on monitor icon to enable collection in viewport.

Warning! To activate collection in render look for camera icon.
