Short description of error
After selecting two objects, and hitting CTRL-C, copy options do not appear.

Select two objects. Hit CTRL-C. Copy options do not appear.

I can't reproduce it with 2.83.5 and 2.91.0 on macOS.

Maybe you press Cmd instead of Ctrl?

Negative. I also used this before but for some reason it's not working now.

Try also "Load Factory Settings", activate only this add-on and see if it works.

Can you check if the operation is correctly mapped to that key binding in the user preferences? Can you also check if this still happens in the latest version of Blender? https://builder.blender.org/
