Broken: 2.90+ ( file and gif from 2.91 675700d94892 - windows64)

Sometimes extrude manifold operator create 'bugged' edges that don't work with some other operators.

Exact steps for others to reproduce the error

In the attached file
simple extrude or bevel operations don't work on the bottom edge after extrude manifold was used

In fact, the mesh in the file is invalid.
Can you provide the file before the extrude manifold operation?
I cannot reproduce the problem from scratch.
