Short description of error
Sometimes Blender loads with a damaged viewport, but not every time. Splash screen and icons are missing and colored shapes are flashing.


As you can see in the video it takes multiple restarts to reproduce the bug:

I was able to reproduce on another machine:

Operating system: Windows-10-10.0.19041-SP0 64 Bits
Graphics card: GeForce GTX 1080/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 452.06

so it's not a broken gpu.
