using shift + tilde to move the viewport when in camera mode repositions the camera even if lock camera to view is disabled. Expected behaviour would be for the viewport to leave camera view as soon as you move the mouse, the same as it does in regular viewport mode.

Camera Placement

When activated from a camera view, this will move the camera too

I'd strongly disagree, if you want to move the camera with the shift + tilde, then you'd just enable lock camera to view. That setting should be universal and not mean different things for different viewport controls. Plus it's really annoying because once you move the camera there's no way to get the camera back to where it was if you havent saved since you last intentionally moved it.
