Blender Version
Broken: version: 2.83.4, branch: master, commit date: 2020-08-05 06:00, hash: rBc113af82881a
Worked: specific issue with this build - this is the only scene out of 25 with this issue

Short description of error
This scene has Grease Pencil animation in it but the keyframed movements do not render out in when the render is invoked using the RENDER MENU. However it does render correctly ie. showing the keyframes, when rendered via the View/Viewport Render Animation

Exact steps for others to reproduce the error
Load the scene..
Look at the simple eye movement by running the timeline
Initiate a render using the RENDER ANIMATION menu
view the result and see that the eyes do not move in the render
Re render the scene using the View/Viewport Render Animation menu
view the result and see that the eyes do move when rendered like this

I don't know why this particular scene has gone awry when there are 24 others in this production that work fine.

Eyes mobile layer has Time Offset modifier active. This causes difference to "normal" evaluation.

Thanks Richard.. good catch!
I realize it was my mistake because the time offset modifier was not needed in this scene but the rigged character I appended from another scene still had it attached.
I was confused at your comment that I should remove personal information from my submission but, as you seem to have removed a comment in this thread, I assume you intended it for someone else.

No it was adressed to you.

There are some data in text editor of your .blend file that you may not want to share. You can delete your file by clicking on F8953778.
I don't see your email address before responding to ticket, but keep in mind that these conversations go to ~50 people. I have never dealt with situation like this so I had to check if my "loophole" would work.

I see it now.. thanks heaps for your concern and directions to delete the file. As it happens that 'personal information' is simply the fake bank account details of one of my animated characters, from the promo I was producing, so it's all good.
