'Pack Blender Libraries' command not available anymore in Blender 2.90+

Blender Version
Broken: (2.90.1, 2.91.0 alpha)
Worked: (2.83.4)

The 'Pack Blender Libraries' command is no longer available in the F3 command search list. The Python command still exists, so I assume it's an omission on the interface side.

This may cause issues for people trying to correctly pack their projects for transport or for sending them to a farm.

Exact steps for others to reproduce the error
Press F3, search for 'Pack Blender Libraries' command.

This is just a temporary fix. As this task explains, almost everything in Blender should be updated so they're accessable in the search operator without adjusting settings. But until then, this is a work around.

But generally speaking, this is a duplicate of T76227: Make All Operators Accessible from Menus, will merge these reports.
