Broken: version: 2.91.2, branch: master, commit date: 2021-01-19 16:15, hash: rB5be9ef417703
Worked: (newest version of Blender that worked as expected)

Short description of error
When 'Clip start' is below 0.6m the knife tool snaps to the origin and doesn't work anymore.
When you adjust the 'clip start' again above 0.6m the knife tool works properly again.

This can depend on the clipping range, yes (also depends on Clip End iirc).

If this is working correctly without the range being unreasonably far stretched, then this is likely the same as T80136: Knife Tool not Working in 2.9 -- and not considered a bug.
To really tell though, you'd need to provide an example .blend file to reproduce.
