Short description of error
Modifiers are sometimes affected by undo in edit mode (when changing the mode), contrary to known issue T63367: Undo of operations on modifiers is inconsistent when object is in edit mode.
But with the Global Undo option turned on, this is sometimes inconsistent.

Exact steps for others to reproduce the error

  • make sure Global Undo is enabled
  • tab to edit mode
  • add edge split modifier
  • undo twice
  • redo twice
  • move a vertex
  • undo twice
  • redo twice

modifiers can be undone/redone in edit mode unpredictably as it's not properly supported.

The undo system has more to do with IDs than with modifiers, so the Core module is, in my opinion, the most suitable.
