Operating system: Win10
Graphics card: GTC 1060

Blender Version
Broken: 2.92.0 master 2021-02-24 16:25 02948a2cab44 and 2.93.0, master 2021-06-02 11:21 84da05a8b806
Worked: Didn't find a working version

Short description of error
4 particle systems, one ("Back") won't sim unless the edit is deleted. It stays in place and stretches towards the animated head cap.

Attempted things to fix it:
Delete all bakes and resim - failed
Checked the weight painting - doesn't seem to be the source of the issue
Append into new files and resim - failed
Disabled dynamics - now everything moves with the haircap, but obviously no sim
Removed hair edit - now it works but I loose the edit

Exact steps for others to reproduce the error
Open the file and press space to run the sim and animation. I would not know how to make a sim from scratch which won't work though so I'm sending the file.

Thanks for the report. Marking this as known issue since it depends on the old particle settings which is end of life.
