In EEVEE, Hair Particle Viewport Display is act like render viewport display so % in the amount setting is the amount of particle that will be in final render. The problem is if I want 100% of Hair Particle is must set amount setting at 100% and it's not help my viewport like it should have.
(I've test between 10% and 100%)
