Broken: 2.92 (2.93 also broken)

Short description of error

Basically https://developer.blender.org/T80087 still is not fixed.

Hey @daniel (r83617). My apologies, I realized after asking you to create the report that this was an issue I was already familiar with. Issues with jagged lines for mouse input are unfortunately not solvable on Windows for the time being. If you're curious why the author of paint.net explained a bit of the problem here.

It says it worked great on win 7. I want to check it tomorrow.

The problem is that Windows only sends the most recent mouse position. In Win7 and earlier there were ways to get the skipped mouse movements, but those have been broken since Win8.

Again, my apologies for asking you to create a new bug report. Unfortunately there is not a good solution for this problem.
