Blender doesn't support CAD so when a model designed by BIM or Cad programs the process never ends and alway changes something. We need re-import mesh property and keep materials.

Not 100% sure this is what you are after, but I would look into linking and overrides (so you would import into one file, link the object [that contiuously evolves] from said file into another file and use overrides for materials.
You could also get away with swapping mesh datablocks [and keep objects].
This might not be ideal, in the future T68933: Collections for Import/Export will also help with this.

In any case, the issue reported here is a request for modified/improved behavior and not a bug in current behavior. Closing as this bug tracker is only for bugs and errors.
