Yes, we have a number of problems with supporting Arabic.

We don't yet support complex text shaping. Arabic letters have different shape forms depending on context and order, but our text output does not currently support this.

Shaped (what you want)Unshaped (what you get)

We currently don't support right-to-left, so if you compose Arabic text elsewhere and paste it into blender it will probably be reversed too.

Note that you can use Arabic characters in 3D text objects, but you must change the font to one that includes such characters. But, as mentioned it will still come out unshaped and possibly backward.

These problems are not expected to be solved anytime soon, simply because we lack developers who use languages that require shaping. It is on our roadmap to fix eventually, but unless we get help from an Arabic developer I wouldn't expect improvement for this for a year or two.

This looks like a variation of the problem mentioned in T67452: Text rendering: Add full support for complex scripts layout (like devanagari, thai, etc.).
So I will merge the reports.
