WHEN I TRY TO INSERT AN IMAGE MAXIMUM TIMES IT'S ONLY BORDER IS VISIBLE, AND I CAN'T SEE THE IMAGE

Dear Sir,
Caps lock is not my issue, i am raising my issue again
whenever i tried to insert an image by Shift+A, i can only able to see its border in both view Background and reference, but it is working fine in Images as planes, please resolve my issue. So that i can see my image in Background as well as Reference also.

I tried adding an image as both a Reference and Background in latest 3.1, seems to work. When adding an image from an Orthographic view as a "Background", it will only be visible in Orthographic view.

So I don't think there is a bug here, if it is user help you need, you should try Blender StackExchange.
If you're 100% sure this is a bug, you should submit a new report following all the steps outlined in this video.
