Viewport background screen now has a subtle, but annoying, strobe emanating from the centre of the viewport.

Based on the default startup.

Do you mean the viewport has a Vignette effect where the outside edges are darker than the center? If so, does the following Theme change as demonstrated from T93556 help you?

Seeing the same thing. Although looking at my screen captures after posting, they don't show the actual effect. It looks like a vignette/waterdrop effect. Rings radiating from the center of modeling/sculpting/etc. workspaces. Apparent in in everything except for RENDERED viewport shading. EDIT: I should clarify, also not in compositing, rendering, scripting, etc. tabs.

This is does not appear with 2.93.5 or any other version prior (going back at least 3+ years?)
