Unable to use keyboard shortcuts like Shift + A, N, S, etc.

It doesn't happen every time when I start up the program, but mostly it happens after I clicked outside the program for example into Chrome on my other screen that's playing tutorial video. And when I get back to the program to work, some of the shortcuts aren't working.

Do you use non-latin keyboard layout? I have seen similar issues, see T93421. Don't have other idea why this would happen. Perhaps if you can make screen recording it may shine some light into this problem..
