Still happening for me with today's build. Try positioning the viewport so that all the monkeys are in shot before you move it. What is your computer spec and hardware? If you turn up the number of suzannes until you do get the delay, do you get the same delay with that new number on a pre-cycles X version of Blender?

1080 Ti, 4790k, 16Gb of RAM
I can go up to 8000 before I run out of ram.
It takes like 40 seconds to change pixel size. Performance seems consistent.

I don't really see any difference in responsiveness in original video and neither can reproduce any here. Also after checking the code it can not have any effect on this delay. If it would cause delay, you should be able to reproduce with instanced geometry too.

Don't think there is any bug, so will close.
