Operating system: Windows 10 Home
Graphics card: 1050 Ti

Blender Version
3.0 & 3.0.1

After baking particles, then rendering in either Cycles or Eevee, the last frame in the animation will not render the particles.

Add a new mesh, like a cube or sphere or a Suzanne, any mesh with a face will do.
[Optional] Move said object out of camera view for a cleaner render.
Add a particle system to the Default Cube, and change the render as under the 'Render' tab for particles to object and set the instance object to the mesh created prior.
[Optional] Change the end frame to something like 30 so the bake is shorter,
Bake the particles, jump to the last frame and render the frame, note the absence of particles, now go back one frame so it's the second to last frame, note the presence of particles

I can replicate that on the attached file but not from a new startup file using the provided instructions. Can you provide more detailed instructions on how to recreate that file from scratch?

It should be noted that changing the value of the particle system from 30 to 31 then to 30 again fixes the issue for some reason.

from selecting a General new file,
add a Suzanne
Press 'G Z 4 Enter'
select 'Cube'
open the particles tab in the properties window
Add a new particle system
Expand the 'Render' options under the particle tab
change 'Render As' to 'Object'
below under 'Object' set 'Instance Object' to Suzanne
Minimize 'Render' options, Expand the 'Cache' options
Set end frame to 30
Press the bake button, and wait for it to finish
Change Current frame to 30
Press F12 to render the Current frame, observe results,
Change Current frame to 29
Press F12 to render the Current frame, observe results,

I hate to sound condescending and I think you are much better at using the tool than I do, I have also attached a video walking through the steps as well

This is the same as T68290: Baked particles dont render in final frame.
Good news: this has been fixed in 3.2 and is also part of 2.93 LTS.
Will merge with T68290.
