Caused by rB74611e355568: Fix T93331: Gizmo tool options reset when switching tools

Short description of error
Changing tool options for some tools like Mesh Bevel, Loop Cut, Curve point randomize, etc. has no effect. However, changing them from properties works.
I suspect that it has something to do with using tool.operator_properties for draw_settings in space_toolsystem_toolbar.py, but that's just a guess.

Exact steps for others to reproduce the error

  1. Select Startup Cube
  2. Go to Edit Mode
  3. Select Loop Cut tool
  4. Increment the Number of Cuts from the tool header at the top (or the tool settings on the right)
  5. Make a cut on the cube
  6. Only one cut will be created, regardless of the number of cuts specified.
