Are you able to provide the texture file along with a simple .blend file showing your material setup? If this is really the case, a simple material on the default cube would work.

No, creating a material in blender still does the glitch

It's difficult to guess what might be wrong here then for such a simple operation.
Installing the latest graphics driver sometimes helps, see here for more information. https://docs.blender.org/manual/en/dev/troubleshooting/gpu/index.html. Ensure you have the latest directly from Intel's site for your graphics/cpu rather than what's available from Windows Update.

After you do that, try to get debug logs by doing the following:
Please open Blender's installation directory and double click on the blender_debug_gpu.cmd. This will start Blender in debug mode and create log files. Try to reproduce the error again. Once it crashes or you close Blender manually the Windows Explorer should open and show you up to two files, a debug log and the system information. Add them to your bug report by clicking on the upload button as shown in the screenshot below or via drag and drop. Please also upload the crash log located in C:\Users\[your username]\AppData\Local\Temp\[project name].crash.txt (or simply type %TEMP% into the path bar of the Windows Explorer).

The debug menu shows nothing
