Short description of error
when multiple objects selected and in edit mode the snap does not work properly
it work only in same object or in the active object and work also with incremental snap

Exact steps for others to reproduce the error
Move any part in edit mode of any object and try to snap to other objects

Fixed in 3.2 but still in 3.1.1
