Short description of error
Back in 2.79, we could disable the "edge" overlay in edit mode. This was useful I.E. in cases where highlighting edges in vertex selection mode made things hard to read :

In the current stable version, this option seems to do nothing:

Actually, when in solid mode, it seems to display another layer of wireframe on top of the already existing one, which definitely looks weird and pointless. GIF demo:

Exact steps for others to reproduce the error
On a mesh in edit mode, try toggling the edge overlay on and off.

Thanks for the report. I can confirm both 2.79 and recent versions behaves differently.
I'm not sure if this was done purposefully. I'll defer this report to developers to answer.
