i cant install any addon i have error

Is this only an issue with the Modular Tree Addon?
(that Addon is not maintained by blender and the issue should probably be reported to the original author(s) https://github.com/MaximeHerpin/modular_tree/issues)

no its for all new addons . I can no longer install any addons

Can you give us another traceback? From another Addon?

blendeGis was installed, but i need gscatter and mtree :(

I think the blenderGis was installed because I installed it before . I can uninstall all the addons I previously installed and reinstall like anti seam , hdri sun aligner , ......

So we have non working installs of MTree, GScatter and txa-ant.
None of them are maintained by blender though.
Unless you have a problem with an Addon that is maintained by blender, you should be reporting the issues to the original author(s) instead.

At least MTree seems to be known to not work with blender 3.1:

Gscatter-FAQs- they handle bug reports through email. Check I found a bug! What should I do? dropdown :)
