Worked: (newest version of Blender that worked as expected)

Short description of error
When working with a Rigify Armature the IK Stretch of the legs stops the Leg from stretching when set to 0, but not the foot/toes.

Exact steps for others to reproduce the error

  1. Activate Rigging: Rigify Addon
  2. Add a Rigify Human or Basic Human Armature and rigify it
  3. Set the IK Stretch of either of the Feet IK Bones (foot_ik.R or foot_ik.L) to 0
  4. Move the Foot IK bone (foot_ik.R or foot_ik.L) downwards along the z-axis (or anywhere out of the reach of the original length of the leg)
  5. The respective foot deformation bone (DEF-foot.L or DEF-foot.R) ends up stretched and the toes bone(s) stay with the Foot IK bone.

I'd imagine that should not happen, since it doesn't with the hands when their IK Stretching is set to 0.
