Blender Version
Broke in 3.0 (twice) and also Manage to have it happen in 3.1 (once) today. Breaks all Blenders when it happens.

How it Happened
Working in Blender. Rendering. I hit escape to end the render either because it is at a suitable state or because I do not like the results etc. When this happens I get a complete exit in 3.1 as in it escapes render and exits software (Happened every time today). This sometimes leads to a complete breaking of Blender maybe Python.

Reproducing
This is a hit-or-miss bug. Exact steps. Hit render I usually am in the 2040x4080 (Mostly using def settings may up the trans sampling to see proper transparency.) or 4080x4080 for size and hit escape after I say it gets 70 percent done. Where it is decently clear render wise. Sometimes it will exit the whole thing. With 3.1 it has happened every time I hit ESC to end a render. It feels like I legit hit exit somehow by mistake in 3.1 in 3.0 it usually crashes a second or two after it gets back to the viewport (very rare and very obviously a crash). Now this crash will either just crash your Blender and you can start it up or you crash Blender hard enough that when you open it, it immediately exits out. This video shows that it also breaks all other Blenders from opening. I know how to fix it just a logout and log in but this bug is I think more important to you than me considering how it breaks and potentially what it breaks.

Here is a video of it refusing to open Blender. I try to open 3.1, 3.0, 2.9 and a 2.8. This is why I say it could be a python bug in itself not sure I have no other python based apps to try and open.
(Hit run. typed in python and it brought up the shell without issue so it is limited to Blender. So not a super big issue now.)

Hi, thanks for the report.
If it's a crash then log files must have been generated. Can you upload them?

Please open Blender's installation directory and double click on the blender_debug_gpu.cmd. This will start Blender in debug mode and create log files. Try to reproduce the
error again. Once it crashes or you close Blender manually the Windows Explorer should open and
show you up to two files, a debug log and the system information. Add them to your bug report by clicking on the upload button as shown in the screenshot below or via drag
and drop. Please also upload the crash log located in C:\Users\[your username]\AppData\Local\Temp\[project name].crash.txt (or simply type %TEMP% into the path bar of the
Windows Explorer).

Do you've any antivirus software?
You mentioned that re-login fixes the problem. So try to run blender without anti-virus.

I have Avast. I did the command thing you speak of it generated something upon crashing.

Hi, log files don't contain any crash related information so I suspect anti-virus is stopping blender.
Turn off anti-virus and see if you're able to run Blender.

That is a weird bug to happen if you think about it. Works fine all day long. Crashes constantly dunno why it did that, then one crash that has only happened in 3.0 and now 3.1 makes it impossible for any Blender to open. I logged out and back in and it works. Still, this crash if it is somehow making the Anti Virus software act up should probably be inspected because that is a really bizarre bug. Avast is free you can test the compatibility and conflicts. May save a lot of grief for a lot of people. I am aware Windows Defender is now sufficient enough for most viruses but I do like to have an extra one just in case. Honestly, I just trust nothing when it comes to Windows lol. Just look at Windows 11 and how that is going.

Hi, it's less likely the issue in Blender If anti-virus is blocking every Blender version from opening.
Not sure if anti-virus is responsible but will be appreciated if you help us to narrow down the issue.

Well, that one was happening all day. I thought for a bit I was just exiting the render myself. I would hit render and I would go watch some youtube videos, check in on render, and it looks bad. Hit esc continue watching a youtube video (it takes a few secs to stop) go back to check and it be gone. I was like oh guess I exited it. Then I hit esc while paying attention and waited, waited a little bit more and hmm... Blender is not here bloody thing exited. It did it again and again. It's super smooth I give it that. Usually, when Blender does a crash like that it doesn't make me think I am going insane. This one did it so smoothly that I legit had myself convinced I was losing my marbles and just somehow exiting it on auto pilot. However, once I paid attention and watched it carefully I realized it was just crashing very smoothly. Then one of them did the whole Blender not opening thing. I dunno if it is anti-virus or not since I have had it happen a couple of times before in 3.0 under the general same circumstances, render, esc, crash, no open. Just decided to report it for 3.1. Wish I could help you with that crash but I cannot do most of the bugs I have encountered on command. I am good at causing havoc but not replicating it. I am not gentle with software. Someone would use the "you not holding the phone right analogy for me".

Hi, similar crash was fixed before the 3.1 release: T93855: Cycles crash with edit mode and simultaneous viewport and final render
We need exact steps for reproducing the crash. Otherwise we'll not able to help.
