Short description of error
This is happening to me long time already but I never could pinpoint it, like around 1% of frames are appearing to be glitched. I can't share the project but I will try to replicate it with another file and show you the details.

Exact steps for others to reproduce the error
Turn on motion blur and render some animation
Also this bug is not always consistent

Does this also have Persistent Data enabled? (then it might be the same as T96822: Persistent Data Causes Render Errors for Motion Blur
Otherwise: please share your (minimal) example .blend file where this fails

Yes I have persistent data enabled

You also mention Optix, could you check without it?
And with Persisten Data disabled?
Again, this sounds like T96822
