Broken: version: 3.1.0, branch: master, commit date: 2022-03-08 18:16, hash: rBc77597cd0e15
Worked: (newest version of Blender that worked as expected)

Short description of error
Wireframe modifier doesn't work properly when applied

Exact steps for others to reproduce the error
1 -Open Blender.
2 -Select the Default Cube.
3 -Add the Wireframe modifier to the Default Cube.
4 -Set the thickness value to 0.2 meters (this step is optional, but it helps visualize the bug; the bug will happen with any thickness value).
5 -Apply the Wireframe modifier to the Default Cube.
6 -Result has no thickness - it does not create all geometry that should have been generated by applying the modifier.

Hi, thanks for the report. This issue has been fixed in both 3.2 alpha and 3.1.2 release

Latest development builds should work.
Don't hesitate to comment if issue still remains.
