Worked: (newest version of Blender that worked as expected)

Short description of error
When you try to zoom while looking through an orthographic camera and having Camera to View enabled it only zooms in on the canvas.

Exact steps for others to reproduce the error

  1. Create a cube
  2. Create a camera and set it to orthographic
  3. Set it as the active camera
  4. Enable the Camera to View in the View panel
  5. Try to zoom

Thanks for the report.

I'm not sure if this is actually considered a bug, because the Camera to View option only affects the camera coordinates.
If we want the Zoom to match on the ortho camera, this option should also affect the ortho_scale property.

However this issue has been reported before so I will merge the reports.

Ah okay, I thought it was a bug because in perspective cameras you can change your camera view perfectly with the standard controls in the viewport with Camera to View enabled but when switching to orthographic you have to switch between the camera's properties to change it Orthographic scale and between the Viewport to change it position and angle.
Quite different between those 2 types of cameras.
