Graphics card: Nvidia RTX 3060

Blender Version
Broken: 3.3.0
Worked: N/A

Short description of error
Cannot remove custom installed HDRIs from preferences>Lights.

Exact steps for others to reproduce the error
Installed a Pack of HDRIs (16K quality) , works fine when selecting them to be previewed in 3D view for scene lighting, but previews struggle to load.
When attempting to remove the HDRI's individually through preferences window, error occurs:

Hi, when you installed your HDRI, blender stored a copy of it.
It then failed to remove this copy because the file was in use.
I can't tell the reason for that, have you tried to reboot your system?

@da.buy I did yes, it had the same result.
Just some more info since the task creation. I've fresh installed blender as well, the same version. It seemed to have worked for the time when I opened it for the first time, I chose to use my previous blender's settings. The HDRIs were gone. But the next morning, I checked it to make sure and they then appeared again.
Now at this moment I managed to reach the location mentioned in the screenshot above and found the HDRIs, I removed them, restarted PC, reopened Blender, they seem to be gone now, I've re-entered Blender multiple times and it seems to have work, due to manually removing those copied files within the "AppData" filepath.

This is a quickfix and not resolving the in-app remove function though.

The problem is that any process on your system could have caused it.
If this happens again you could try to follow this instructions to find the process that locks these files. If no other than blender itself has handles on it then it might be a bug.

I will close this task for now, please feel free to open another one if you think it is necessary.
